Effects of this bill

If this bill passes, it means that:

Association is defined as seeking out or accepting the company or communication of another person, excluding accidental meetings.
A person commits an unlawful association offence after associating with a specified individual on only one occasion.
Senior police officers can issue unlawful association notices if they believe a person has associated with an eligible offender at least once and the notice is likely to inhibit criminal group activity.
IBAC monitors Victoria Police's use of association powers and can direct police personnel to answer questions or produce documents.
IBAC officers may enter Victoria Police premises to inspect and copy documents after notifying the Chief Commissioner.
Criminal offences are created for hindering IBAC officers, refusing to comply with IBAC directions, or making false statements to IBAC.
Persons responding to IBAC directions cannot refuse to provide information based on self-incrimination, though that information is generally inadmissible in court.
The Chief Commissioner of Victoria Police must provide quarterly reports to IBAC detailing the demographics and vulnerability status of people issued with association notices.
