Effects of this bill
If this bill passes, it means that:
The government is prohibited from privatising a public asset or statutory function unless the Public Accounts and Estimates Committee reviews the proposal and both Houses of Parliament pass a resolution to approve it.
Government authorities must provide the Public Accounts and Estimates Committee with sufficient detail to conduct a proper review of any proposed privatisation.
The Public Accounts and Estimates Committee must produce a report within three months of receiving privatisation details, including a recommendation on whether to proceed.
Contracts and agreements for the Public Housing Renewal Program Package 1 Project and the Ground Lease Model 2 Project are terminated on 1 January 2030.
Rights and liabilities for the Public Housing Renewal Program Package 1 Project and Ground Lease Model 2 Project are extinguished on 1 January 2030.
Homes Victoria terminates leases for the Public Housing Renewal Program Package 1 Project and Ground Lease Model 2 Project to return the homes to public control.
The government is not liable for loss or damage caused by these housing project terminations, except for construction and maintenance costs incurred by the involved companies and their contractors.
