Effects of this bill

If this bill passes, it means that:

Legislative instruments that apply only to a specific person or a small group are excluded from the definition of a legislative instrument.
The definition of legislative instruments is clarified to include those that create offences or mandatory requirements with penalties for the general public.
The Governor in Council can extend the operation of a statutory rule that would otherwise be revoked.
Statutory rules and legislative instruments remain valid even if mandatory consultation requirements are not met.
Exemption certificates are available for statutory rules that only increase fees by the rate fixed by the Treasurer or only impose burdens on public sector bodies.
Exemption certificates can be issued for rules lasting up to 12 months to respond to public emergencies, health and safety issues, or significant environmental and economic damage.
Regulations can exempt specific statutory rules or legislative instruments from the Act for up to 12 months.
