Effects of this bill

If this bill passes, it means that:

The Premier must list the specific works or projects that make up a transport project program when making a declaration.
The Premier must be satisfied that works in a program are sufficiently connected and are not mostly minor or routine before declaring them as a single project.
The Premier must appoint a Project Minister for each declared project via a notice in the Government Gazette.
The Premier can expand the scope of a declared project on the Project Minister's recommendation, provided the area is not yet designated and is sufficiently connected to the project.
The Premier is prohibited from adding entirely new projects to a declared program using the scope-addition power.
The Project Minister can replace one public authority acting as a project proponent with another after consulting the Premier.
The law defines non-transport infrastructure to include things like civic spaces, parks, and utility infrastructure that are connected to or adjacent to transport infrastructure.
