Effects of this bill
If this bill passes, it means that:
People with interests in non-public land can apply to the CEO VicGrid to be determined as eligible for payments regarding transmission interests.
People with prescribed interests in public land can apply to the Minister to be determined as eligible for payments.
The CEO VicGrid must provide an initial payment to eligible non-public land holders, with rates set at $8,000 or $16,000 per kilometre depending on the width of the interest.
The CEO VicGrid must make subsequent annual payments to eligible non-public land holders for up to 23 years.
People affected by a CEO VicGrid decision can apply to the Victorian Civil and Administrative Tribunal (VCAT) for a review within 28 days.
Transmission companies must notify the CEO VicGrid or the Minister within 15 business days if they stop holding a relevant transmission interest.
Eligible public land holders must notify the Minister within 15 business days if they are no longer eligible for payments.
The Minister or CEO VicGrid can recover overpayments made to ineligible people as a debt due to the Crown.
