Effects of this bill

If this bill passes, it means that:

There will now be a centralised regulatory framework under the Department of Transport and Planning to streamline oversight of shared e-scooter and e-bike services.
Providers of vehicle sharing schemes must meet enforceable safety standards, including helmet provision, GPS-based speed and parking controls, footpath detection, intoxication monitoring, and rider identification systems.
Protective Services Officers will have authority to issue fines for breaches of these standards
The existing provisions about vehicle sharing schemes in the Road Safety Act 1986 will be repealed, and new powers added to the Transport (Compliance and Miscellaneous) Act 1983 to approve operators, register them, manage agreements with councils, and enforce offences related to non-compliance.
