Effects of this bill

If this bill passes, it means that:

Coercive control of an intimate partner is a new criminal offence in Victoria, carrying a maximum penalty of 7 years imprisonment.
Abusive behaviour is broadly defined: it includes violence, threats, intimidation, economic abuse, psychological abuse, monitoring a person's movements or communications, isolating them from family, and harming or threatening to harm an animal.
The offence can be charged where conduct occurred partly or fully outside Victoria, provided the victim was in Victoria at the time (and vice versa).
The Attorney-General must commission a review of the offence's operation within 3 years of commencement; the report must be tabled in parliament.
The offence requires a course of conduct involving repeated or protracted abusive behaviour against a current or former intimate partner, intended to coerce compliance or control.
