Effects of this bill

If this bill passes, it means that:

The Minister can designate specific provisions of the National Gas (Victoria) Law or Rules as civil penalty provisions.
The Minister can order declared transmission system service providers to plan or carry out specific infrastructure improvements, such as pipeline upgrades or LNG storage expansions.
The Minister can modify how gas rules apply to transmission improvements and determine how related costs are recovered through charges.
The Minister may delegate functions and powers to AEMO or the AER.
The Minister must consult with the Premier, the Treasurer, AEMO, and the service provider before making most orders.
The Minister must publish the reasons for making an order in the Government Gazette and on the Department's website.
The Supreme Court can restrain a person from specific conduct or require them to take action if the Minister proves they have contravened an enforceable provision.
