If this bill passes, it means that:

organisations can be held legally responsible for child sexual abuse committed by their employees, volunteers, or associates before 26 October 2018 — the previous cut-off date that blocked many historical abuse claims is removed
vicarious liability for abuse by people akin to employees (such as volunteer youth workers in positions of authority) now extends to the pre-2018 period
