lobbying of local government officials (including councillors and senior council staff) is regulated for the first time under lobbying laws
in-house lobbyists — company employees who lobby government on behalf of their own employer, rather than for external clients — must register and comply with lobbying rules for the first time
former councillors and senior council staff face a post-separation cooling-off period during which they cannot lobby their former colleagues in local government
