Effects of this bill

If this bill passes, it means that:

The Victorian Building Authority is replaced by a new Building and Plumbing Commission, which takes over regulation of building surveyors, builders, and plumbers in Victoria.
A Building and Plumbing Commission Fund is established, with separate accounts for building, plumbing, dispute resolution, insurance, and cladding rectification.
A State Building Surveyor role is created with powers to issue binding determinations on building surveyor decisions and to request data from industry.
A Building Monitor is established as an independent office to identify systemic issues in the building and plumbing industry and report publicly; the Monitor cannot be directed by the Minister in the exercise of its functions.
A Building Appeals Tribunal is established to hear and determine disputes between property owners and building surveyors.
The Minister gains power to prohibit specified external wall cladding products by declaration, following a public consultation process.
